What the reforms get right (and what really matters)

Last week’s National Press Club address from Employment Minister Amanda Rishworth signalled something many of us working alongside frontline employment services have known for years. 

one-size-fits-all system was never going to unlock human potential at scale.

The announcement of the most significant employment services reform in decades is an acknowledgment (finally!) that sustainable employment outcomes are built through trusted relationships, capability and personalised support. 

Over the last 20 years, we’ve worked alongside frontline practitioners, leaders, providers and governments across Australia, New Zealand, the UK and the US.

Across thousands of conversations with job seekers and practitioners, one thing has remained consistent:

People move forward when they feel seen, supported and believed in.

But it is also important to say this clearly:

Employment service providers have not failed.

For decades, providers and frontline teams have worked within highly complex contractual environments that have shaped behaviours, priorities, measurements and ultimately outcomes. The system has often rewarded compliance, administration and throughput over the depth of engagement required to create lasting change.

The real difference-maker has always been human

Despite this, frontline practitioners across the country have continued to show up every day to support people facing unemployment, disadvantage, trauma, health challenges and uncertainty.

Many have achieved extraordinary outcomes in incredibly difficult circumstances.

That’s why one comment from the Minister’s speech stood out so strongly to me. The recognition of the importance of quality job coaching and tailored support for people at different stages of readiness for work.

For too long, the sector conversation has centred around systems, compliance, throughput and obligations. But the real difference-maker has always been the human sitting across the desk:

  • The leader who supports their teams through increasing complexity and emotional demand.
  • The frontline practitioner who can build trust with someone who has disengaged from systems altogether.
  • The job coach who understands that motivation is not created through pressure alone, but through hope, autonomy, belonging and capability.

I believe that’s a positive step forward, but reform alone will not transform outcomes.

The success of this next chapter will depend heavily on the capability, wellbeing and support provided to the frontline workforce delivering it.

The future will be defined by human skills

As Australia navigates workforce shortages, rising complexity, rapid technological disruption and the growing impact of AI on jobs and industries, the need for human skills has never been greater.

In many ways, the future of employment services will be defined by how well we equip people to support one another during this time of transition.

The best systems in the world still rely on people who can:

✅ Coach rather than rely on the process

✅ Activate hope rather than reinforce disengagement

✅ Personalise support rather than apply scripts

✅ Build trust in communities where trust has been lost
